"Noise" Preview & Trailer
I haven’t really heard much about this movie and, frankly, it doesn’t look that interesting. Tim Robbins stars as David Owen, a guy who loves living in New York City, but slowly going crazy with all the noise. Dubbing himself the “Rectifier,” David sets out to reduce the amount of urban noise, starting with ignored car alarms and working his way up to the city’s biggest offender: the mayor (William Hurt).
Directed and written by Henry Bean, this movie also stars Bridget Moynahan and William Baldwin. It’s a little confusing because I can’t find an official web site for this movie, and there are a few others with the title “Noise.” And its IMDB.com page doesn’t list a rating, so no help there either. Anyway, check out the trailer:

I hate car alarms, too, but can’t imagine making a whole moving based on this one peeve. Sounds like a great concept for a short story, essay or sketch comedy, but unless they mine the idea for a powerful metaphor, this film could be as irritating as the subject of The Rectifier’s hatred.
